This means that's already been published (e.g. on a blog) is basically a non-starter as far as they're concerned. They reason (not necessarily correctly) that no one is going to pay them for material that's available for free somewhere else. So unless you're planning on self-publishing, you're going to want to avoid putting material for the book up on the web.
